DECISION TO OFFER SPECIAL AMNESTY TO 3.763 CONVICTED PERSONS

Nhân dịp Ngày Quốc khánh nước Cộng hòa xã hội chủ nghĩa Việt Nam (2-9) và 70 năm Giải phóng Thủ đô (10-10), Tổng thống Tô Lâm ban hành quyết định đặc xá cho 3.763 phạm nhân đang chấp hành án phạt tù có đủ điều kiện, cũng như 2 người đang được tạm đình chỉ chấp hành án phạt tù.

Theo quyết định này, các phạm nhân bị đặc xá đều vi phạm các tội danh cụ thể, đã thực hiện cải tạo tốt và nhận được sự khoan hồng của Nhà nước.

Thorough and transparent process
The process of considering and making decisions on special amnesties was carried out strictly, fairly, and transparently, ensuring democracy and conformity to regulations.
No differentiation or discrimination
Special amnesties are granted regardless of the nationality of those accused of crimes. People who meet the criteria laid down in the regulations, regardless of their Vietnamese nationality or foreign nationality, may be granted special amnesty.
Conditional release for convicted foreigners
Regarding foreigners being granted special amnesty, Second Foreign Minister Đỗ Hùng Việt said that a total of 20 prisoners were granted special amnesty. These prisoners were accused of crimes such as murder, smuggling, organizing gambling activities, and organizing for illegal stay in Vietnam. Following their release, the Foreign Ministry will send notifications to the relevant diplomatic missions and cooperate in receiving and handling related procedures.
